Concluding a Memorandum of Understanding between the Monetary and Banking Research Institute and the Research Center of the Parliament of Iran

The Monetary and Banking Research Institute of the Central Bank and the Parliamentary Research Center concluded a Memorandum of Understanding in order to expand scientific and research cooperation in order to help make optimal decisions in the field of monetary and banking policy.

According to the public relations of the Monetary and Banking Research Institute, Dr. Shapoor Mohammadi, head of the Monetary and Banking Research Institute, said at the signing ceremony: "This action will be a happy step to expand research cooperation between the two centers and the Monetary and Banking Research Institute is ready to collaborate with the Research Center of the Parliament through outsourcing research or in the form of joint work."

He said that the money market in our country is not a basic market and the banking system is very important in this area, added: "So we hope to be able to benefit from the help of the parliament in various areas of the money market and with the help of this memorandum of cooperation both the Central Bank and the money market will take action sooner."

Dr. Mohammad Ghasemi, head of the Parliamentary Research Center, said: "The Monetary and Banking Research Institute is one of the well-known and specialized research centers in the country. We hope that the MBRI will be able to upgrade the brand it has created, in near future and this will be a memorandum of understanding to use the high capacities of this research institute."

He reminded: "In the last two terms of the Islamic Parliament, central banking issues, banking operations and current issues of the banking system are on the agenda of the Assembly, but the reforms that have been made are not as expected and we are facing an accumulated volume of issues in these areas."

Dr. Ghasemi said that if we solve the current problems of the banking system in any way but do not address institutional issues such as the modernization of the country's monetary and banking system, the problems and crises will be repeated. Given the importance of the banking system, this Memorandum of Understanding is one of the most important agreements of the Research Center, and we must set specific priorities for cooperation on the agenda.

The head of the Parliamentary Research Center pointed out that the number one priority of the Economic Commission is monetary and banking issues and tax system issues that are related to each other. However, we do not insist on amending monetary and banking laws and interest-free banking operations through the plan, but experience has shown that the Parliament cannot wait for governments.

According to the report, the purpose of concluding the memorandum, which was signed by Dr. Shapoor Mohammadi and Dr. Mohammad Ghasemi, was to use the mutual scientific, educational, research and policymaking capacities of the parties.

According to the memorandum, the Monetary and Banking Research Institute and the Research Center will work together in two areas: research and education. The research section includes the following six sections:

1.      Defining and implementing joint research projects in the field of monetary and banking system

2.      Obtaining the parties' views on research and policy reports related to the monetary and banking system prior to their publication

3.      Receiving the opinions of the research institute regarding the plans, bills and other agendas of the parliament in the field of monetary and banking system by the research center and also obtaining the opinions of the center regarding the bills and expert reports of the research institute

4.      Participate in the development, evaluation and publication of reports, articles, books and other research achievements.

5.      Design and hold meetings, think tanks, critique sessions and scientific discussions with the presence of faculty members and researchers.

6.      Collaborate on the exchange of information and provide the possibility of using documents, scientific resources and libraries, as well as databases and results of economic models.

Also, educational collaborations are planned in the form of 3 clauses in this memorandum, which are as follows:

1.      Designing and holding joint training courses and workshops in the field of monetary and banking system

2.      Designing and holding national and international conferences related to the monetary and banking system

3.      Utilizing the scientific and executive power of the parties in holding workshops, training courses and conferences
